The 1957 application and permit to construct the building — a document that often lists construction materials — was indexed in the Los Angeles Department of Building and Safety, but the record could not be found based on its microfilm reel number. This is an example of the difficulties in using documents to determine the structural system of an older building. In a review of other public building documents, The Times found no record of a seismic retrofit.
