3540 Wilshire Blvd.
The building is occupied by law and medical offices, vocational colleges, and a bank and cafe on the ground floor. Building records refer to two structural elements: concrete and steel. A rapid screening inspection after the 1994 Northridge earthquake found damage to columns and structural cracks in a concrete beam, and inspectors recommended a detailed structural evaluation. In a review of other public building documents, The Los Angeles Times found no record of a seismic retrofit.
