Western Building Apartments (445 S Western Avenue) made headlines on May 12, 2023, when the U.S. Department of Justice filed a sexual harassment lawsuit against the property’s manager and owners.

The lawsuit, filed in the U.S. District Court for the Central District of California, alleges that Abraham Kesary had been sexually harassing female tenants at 445 S. Western Avenue in Los Angeles since at least 2012. According to the complaint, Kesary offered housing-related benefits in exchange for sexual acts, made unwelcome sexual comments and advances to female tenants, entered the homes of female tenants without their permission, and subjected female tenants to unwelcome sexual acts. The lawsuit also names M&F Development LLC, the owner of the property, as a defendant.

UPDATE: Under the terms of a settlement filed in September 2023, M&F Development will pay $120,000 to alleged victims, as well as a $10,000 civil penalty to the federal government. It will also be required to hire an independent property manager approved by the government.

As for Kesary, the agreement permanently prohibits him from from working in property management at any rental property and from contacting alleged victims.
