The name Kowloon is likely referring to one of the three main regions of Hong Kong, along with Hong Kong Island and the New Territories. It is located on the Kowloon Peninsula, across Victoria Harbour from Hong Kong Island.
Being a well-known Chinese place name, Kowloon was probably used as a reference to the availability of Chinese dishes familiar to Americans.
As mentioned earlier, the eatery did in fact serve popular Chinoy food items like siopao buns, siomai dumplings and mami noodle soup.
